毎年恒例のアジア太平洋地域洋上風力発電ワークショップを、弊社東京オフィスにて開催致します。
本ワークショップでは、業界リーダーの皆様が交流を深め、UL Solutionsの技術およびコマーシャル分野のエキスパートから貴重な知見を共有し、近年の市場変化が日本におけるプロジェクト開発と資金調達の将来にどのような影響を与えるかについてご紹介いたします。
各セッションの主なハイライト：
サプライチェーンのエクスポージャー
近年、オフショアセクターが直面しているマクロ経済の課題は、サプライヤーにリスクへの対応を再考させるきっかけを与えています。その結果、多くの主要な供給・設置パッケージにおいて、従来の市場標準から逸脱する動きが見られます。また、洋上風力発電の需要増加と、供給、送電線、船舶の選択肢の制限が相まって、リスクへの対応が難しくなっています。適切なサプライチェーン戦略を策定することが、財務的に実現可能で、かつ銀行融資可能なプロジェクトを実現する鍵となります。最初のセッションでは、日本における主要な建設パッケージ（風力発電機、BoPなど）の供給感度と、それがもたらすリスクの理解に焦点を当てます。最近の市場提供におけるリスクレベルと、銀行融資可能なプロジェクトを実現するために必要なリスク軽減策についてご紹介します。
建設と運用・保守 (O&M) 戦略の最適化
このセッションでは、まず建設戦略の最新動向を探り、様々な契約戦略（例：ミニEPCI vs マルチ契約）を検討し、それぞれの長所と短所を比較検討した上で、結果として生じるリスクの管理と緩和策についてご紹介します。さらに、建設段階にとどまらず、運用・保守（O&M）において現在検討されている対策と実践についても考察し、開発段階においてこれらを効果的に実現することで、戦略と運用コストを最適化する方法についても深掘りします。
財務クロージング前の堅牢な計画策定
最後のセッションでは、近年の洋上風力発電業界の課題に対応するために、プロジェクトファイナンスがどのように進化してきたかを参加者の皆様に理解・評価していただくことを目的としています。開発業者が、サプライチェーン、建設、O&M戦略においてリスクとリターンのバランスを取り続ける中で、融資側の前例と期待、そして融資可能なプロジェクトを実現するために期待される融資範囲について議論します。

De-risking Offshore Wind in Japan Workshop 2025: Development Strategy, Supply Chain, Risk Assessment and Bankability
UL Solutions will be hosting its annual APAC offshore wind workshop at our office in Tokyo. This workshop will provide a space for industry leaders to connect, hear valuable insights from our technical and commercial experts, and participate in an open discussion on how recent market changes may shape the future of project development and financing in Japan.
Some of the dedicated expert sessions will explore:
Supply chain exposure
The macroeconomic challenges that the offshore sector has faced in recent years have influenced suppliers to rethink their risk exposure. Consequently, across many major supply and installation packages, we are witnessing a departure from the historical standard market offering, coupled with an increased demand for offshore wind deployment and often limited options for supply, T&I and vessels. Designing the right supply chain strategy is key to achieving a financially viable and bankable project. Our first session will be focused on understanding the supply sensitivities for major construction packages (e.g., WTGs, BoP) for Japan and the resulting risk it presents. UL Solutions will discuss the levels of exposure observed in recent market offerings and the mitigations required to achieve a bankable project.
Construction and O&M strategy optimization
This session will first explore current trends in construction strategy — considering different contracting strategies (e.g., mini-EPCI vs. multi-contract) and weighing the pros and cons of each — and discuss the management of resulting risks and mitigations. To advance beyond construction, UL Solutions will also explore the current measures and practices under consideration in operations and maintenance (O&M) and discuss how these can be effectively realized during the development phase to enable an optimized strategy and OpEx.
Robust pre-financial close planning
A concluding session will aim to help attendees understand and evaluate how project financing has evolved in recent years to scale with the current offshore wind industry challenges. While developers will continue to balance risk and reward in the supply chain, construction and O&M strategy, we will discuss lender precedent and expectations and the coverage expected to achieve a bankable project.
