[欧州]　 TCAMミーティング、NLF整合規格

2016年2月4日に行われたTelecommunication Conformity Assessment and Market Surveillance Committee (TCAM)のミーティングにて以下内容が議論された模様です

  • RE指令ガイドは準備中であること、またガイドにはキットを含み検討され、評価キットは第三者には渡らないことなどの限定が加えられる
  • 無線モジュールに対して明確な言及がなく最終製品の適合性確認の所在に懸念があるため追加の議論が必要
  • ICOA(国際民間航空機関)規定以外で取扱われる航空機搭載機器及び持込み機器の検討
  • Software Defined Radio（SDR）に関して2016年末を目途に明確化すること
  • 2016年3月まで地理的条件などの出荷制限に関する記載方法の意見募集を行うこと
  • 通信端末機器に関する適合宣言書の2017年1月までの猶予について
  • EN 50566が適合性を担保しないというフランスのコメントについての対応などの議論
  • RE指令の整合規格の状況(2016年4月頃発行が見込まれますが、R&TTE指令整合規格に記載されている、必須要求事項としてEMC指令及び低電圧指令の整合規格は使用可能であるという文面の削除が検討されているようです。
    これは、無線機器でない規格は無線機器の適合推定を行う上では不十分というものです。)
  • 受信機の整合規格について(特にEN 300 220はカテゴリー毎による分類が行われ複雑になり、EN 300 328についても、アダプティビティの検討及びワイヤレス産業アプリケーション(WIA)への適用を考慮し検討された模様です。)

NLFの基本フレームワークである、Regulation (EC) No 765/2008、Decision No 768/2008/EC、Regulation (EC) No 1221/2009に関する整合規格が更新されています。ISO 9000シリーズの新版採用、ISO 14001、ISO/IEC 17067の更新があります。

低電圧指令に関して、移行期間に関する適合宣言書の例（施行日までは旧指令、それ以降は新指令と適合宣言書に記載する）が掲載されていましたが、EMC指令においても同様の記載が掲載されています。下記リンク先の“Documents from the ADCO groups” の箇所です。

[AS/NZ]　 RCMマーク

オーストラリアACMAはC-tickマークから、RCMマークへの移行を2013年3月1日から3年間の移行期間を設定し開始しましたが、2016年3月1日強制日を迎えます。既にC-tick、A-tickマークが貼付された機器はラベルの変更は不要ですが、2016年3月1日以降に生産する機器に関してはRCMマークが要求されます。
