欧州委員会は2022年11月23日付にてRED 2014/53 EUを修正するDIRECTIVE (EU) 2022/2380を発行しました。対象となる電子機器の充電端子規格を「USB Type C」に統一する等の共通充電器に関連する修正です。

Part I, points 1.1 to 1.12 of Annex Iaに記載された以下の無線機器は2024年12月28日から適用。

1.2. tablets;
1.3. digital cameras;
1.4. headphones;
1.5. headsets;
1.6. handheld videogame consoles;

The European Commission is updating the RE Directive Harmonized Standards on October 26, 2020. Decision (EU) 2020/167 will be updated like as of April 21, 2020 version. EN 303 345-2, which is a harmonized standard for AM receivers that has been awaited to be published, states that receiver spurious refers to EN 55032, so notified Body is still required as a standard that does not give a presumption of conformity. See the table below for details.

ETSI EN 303 345-2 V1.1.1 (2020-02)が2020年2月7日に正式に公表されました。現在多くの機器がFinal Draft EN 303 345 V1.1.7またはより厳しい要求であるDraft EN 303 345 V1.1.1によりAM受信機の適合性表明が行われています。要求事項を分離した規格であるEN 303 345-1が発行日(DOP):2020年2月29日、競合規格の破棄日(DOC):2021年2月28日として2019年6月13日に公表されましたが、今回はその規格に紐づく規格であるAM受信機要求(EN 303-345-5(DRM)も同時発行)がDOP:2020年11月30日、DOW:2021年11月30日として公表されたものです。EN 303 345-1のDOPの日付を考慮し速やかに適合宣言書の切替えは進めていくべきであると考えられます。しかし、要求事項の内容から判断し、NB Certificateの有効期限までは従来の規格での適合宣言は認められます。有効期限後が速やかに新規格への移行が望まれます。

ETSI EN 303 345-2 V1.1.1 (2020-02) was officially issued on February 7, 2020. Many devices are now claiming conformance for AM receivers with Final Draft EN 303 345 V1.1.7 or more stringent requirements of Draft EN 303 345 V1.1.1. Separated requirements, EN 303 345-1, was issued on June 13, 2019 as Date of Publication(DOP):February 29, 2020 and Date of Withdrawal (DOC):February 28, 2021. This time, the AM and DRM requirements that are linked to EN 303 345-1 were issued as DOP: November 30, 2020 and DOW: November 30, 2021. It is considered that the switching of the declaration of conformity should be proceeded promptly in consideration of DOP for EN 303 345-1. However, judging from the contents of the requirements, the declaration of conformity with the conventional standard is acceptable until the expiration date of the NB Certificate. It is desirable to move to the new standard immediately after the expiration date.

欧州委員会は2020年2月5日付けにてRE指令整合規格の更新を行っています。3規格追加、3規格条件付追加、7規格削除ですが概要は以下となります。EN 300 328 V2.1.1の適合推定は2021年8月6日に停止します。

  • EN 300 328 V2.1.1 2.4 GHz Wideband data transmission systems 破棄日:2021年8月6日 EN 300 328 V2.2.2に置換
    • 4.2.3項 Non-Adaptive機器のCategory 2、3の言回し変更
    • 4.3.1.7項、4.3.2.6項 Adaptivity:不要輻射が帯域内アンテナゲインではなく帯域外ゲインを用いている場合、再テストが必要になる場合がある
    • 4.3.1.10項、4.3.2.9項 送信機スプリアス:470MHz〜862 MHzが-54dBm⇒470 MHz~694 MHzに変更
    • 4.3.1.12項、4.3.2.11項 Receiver Blocking:同様のレベルでブロッキングを評価しない限り、新しいブロッキング要件適合の検証が必要
    • 5.2項 不確かさの条項削除 (許容差と不確かさの混同を避けるため)
    • 5.11.4項 Receiver Blocking:最小性能基準(PER / FERが10%以下、または無線伝送機能の損失なし)を検証できる監視デバイスの要件を追加。上記の4項に基づき、必要な信号レベルを変更。初期試験が適合しない場合、必要な信号レベルとオフセットブロッキング周波数を調整可能
  • EN 300 698 V2.2.1 VHF maritime mobile service 破棄日:2021年8月6日 EN 300 698 V2.3.1に置換
    • 本規格は3.2項、3.3(g)条への適合推定を与える。8.2.3項が適用される場合、3.2条の必須要件への適合推定を与えない
  • EN 300 674-2-2 V2.1.1 Dedicated Short Range Communication (DSRC) OBU 破棄日:2021年8月6日EN 300 674-2-2 V2.2.1に置換

European Commission is updating its harmonized standards of RE directives on February 5, 2020. 3 standards have been added, 3 standards have been added with some conditions, and 7 standards have been deleted. The presumption of conformity with EN 300 328 V2.1.1 will cease on August 6, 2021.

  • EN 300 328 V2.1.1 2.4 GHz Wideband data transmission systems Withdrawal date: August 6, 2021 Replaced by EN 300 328 V2.2.2
    • Section 4.2.3 Wording change of Category 2 and 3 of Non-Adaptive equipment
    • Section 4.3.1.7 and 4.3.2.6 Adaptivity:If the unwanted signal level was not adjusted for in-band antenna gain but for out-of-band gain then re-testing may be required at a higher unwanted signal level.
    • Section 4.3.1.10 and 4.3.2.9 Transmitter spurious:Change the limit -54dBm from 470MHz-862 MHz to 470 MHz-694 MHz.
    • Section 4.3.1.12 and 4.3.2.11 Receiver Blocking:Reassessment to verify compliance with the new blocking requirements will be required unless the original testing evaluated blocking at an equivalent level.
    • Section 5.2 Uncertainty:Removed. (To avoid confusion between tolerance and uncertainty)
    • Section 5.4.11 Receiver Blocking:Added a requirement for the monitoring device to be capable of verifying the minimum performance criterion (PER/FER of 10% or less or no loss of the wireless transmission function); Modified wanted signal level adjustment to reflect the requirements in section 4 as noted above; Allows for adjustment of wanted signal level and the offset blocking frequency where initial tests do not comply with the performance criterion.
  • EN 300 698 V2.2.1 VHF maritime mobile service Withdrawal date: August 6, 2021 Replaced by EN 300 698 V2.3.1
    • This standard gives a presumption of conformity with Section 3.2 and 3.3 (g). If section 8.2.3 applies, do not give a presumption of conformity with the essential requirements of Article 3.2

シリーズの分離化について
2018年4月13日に記載したように、EN 303 345シリーズは2019年6月に発行されたEN 303 345-1の正式発行に続き、EN 303 345-2(AM)、EN 303 345-3(FM)、EN 303 345-4(DAB)、EN 303 345-5(DRM)に分離されたDraftが2019年11月1日に発行されました。これらの内容は一部試験設定が変わるものも見受けられますが、特に問題となっていたAM受信機の性能要求の緩和であり、以前のNB検証のCertificateは引き続き適切なリスクアセスメントのもとで有効です。今後、これらDraft規格、それに続く正式規格への転換は望まれますが、徐々に進めていけば問題はないでしょう。

Drafts issue of EN 303 345 series
As stated on April 13, 2018, the EN 303 345 series followed the official publication of EN 303 345-1 issued in June 2019, separated draft standards EN 303 345-2 (AM), EN 303 345-3 (FM), EN 303 345-4 (DAB), EN 303 345-5 (DRM) were issued on November 1, 2019. Some of these contents may change the test settings, but mainly this is a relaxation of the performance requirements of the AM receiver, which was a particular problem. Therefore the previous NB certificate will be still valid with subject to appropriate risk assessment. In the future, it is hoped that these Draft standards and subsequent formal standards will be converted, but if it will be proceeded gradually, there will be no problem.

UL JapanRE Certificateの有効期限について
UL Japanでは、整合規格の遅れを鑑み、Certificateの有効期限を3年としてきました。しかしこの有効期限は、大きな技術的変化がない場合となります。RE指令 Annex Ⅲ適合性評価において、NBは最新技術の変更を認識し、適切な通知を行うことが義務づけられています。この変化に関して有効性を確認することは製造者の義務ですが、有効期限内であったとしても最先端と見做せない適合性に関しては市場監査当局の指摘が発生する場合があります。従って、対応する整合規格が更新された場合は、その規格への適合性を確認することが望まれます。

Notice of UL Japan’s RE certificate expiration date
In view of the delay in the harmonized standards, we had set the expiration date of certificate to 3 years.  However, this expiration date will be effective in case without significant technical change. NB is obliged to recognize the change of the latest technology and make appropriate notice in accordance with the conformity assessment of RE Directive Annex III. Regarding this change, although it is the obligation of the manufacturer to confirm its effectiveness, the market surveillance authorities may point out the compatibility that cannot be considered as state-of-the-art even if it is within the expiration date. Therefore, if the corresponding harmonized standards or applicable draft standards are updated, we advise you to confirm the compliance with the standards.

2018年1月22日に放送受信機要求であるEN 303 345 が破棄されましたが、2018年4月13日にEN 303 345-2 V0.0.3として動き出したことにより、以下の形態に分類されることが明確になりました。

この理由は、AM以外(FM、DAB等)は問題なしと見做されているため、これ以上それら規格の整合化を遅らせることなく進行させるためであり、AM以外の要求事項が変わるわけではありません。

従って、今後AMに関しては状況を確認していく必要はありますが、現在のEN 303 345 V1.1.7(V1.1.1)によるNB検証の結果はこれら規格が整合されるまで引き続き有効です。

EN 303 345 V1.1.7, Broadcast Sound Receivers; Harmonized Standard covering the essential requirements of article 3.2 of Directive 2014/53/EU was repealed on January 22, 2018. However, this was now clarified by the implementation of the EN 303 345 series as shown below on April 13, 2018. The reason for this is that it is deemed that there is no problem other than AM (FM, DAB etc), so it is to proceed without delaying the harmonized of these standards. We can deem now the  requirements other than AM do not change. Therefore, although it is necessary to confirm the situation in the future for AM receiver requirements, the results of NB verification according to the current EN 303 345 V 1.1.7 (V 1.1.1) will continue to be valid until these standards are harmonized.
