[欧州]　EMC指令等整合規格、EMCガイド、RE指令出荷制限表示、ECCレポート

2016年5月13日　新EMC指令2014/30/EUの整合規格が官報に掲載されました。EN 55013、EN 55020などの削除は理解できないことはないですが、EN 55022だけでなく、EN 55032やEN 55014-2などが削除された内容となっています。これは意味のある改定ではなく、誤記と思われます。幸いEMC指令は整合規格を使用することなく適合宣言が可能ですので、2004/108/ECにおける旧整合規格を参照することを推奨します。また低電圧指令は未だ2006/95/ECとして訂正が行われています。

ドラフトですが新EMC指令に対応するためのQ&A及びクイックガイドが更新されています。要求事項は大きな変更はないようです。

またRE指令に出荷制限がある場合、第10条10項に基づき表示が要求されますが、第45条の規定に基づき欧州委員会としての記載方法の提案をおこなっています。現状、RE指令は不明確な点が多く、2016年6月13日までにすべての条項の要求事項を満たす方法が示されるとは思えません。従って、極力RE指令での適合宣言は避けたほうが良いと思われます。許可されているR&TTE指令での適合宣言は問題ありませんが、最悪の場合、RE指令での適合宣言は必須要求事項を満たさないと判断される可能性があります。

[日本]　特定小電力無線局拡大 

2016年5月12日　ロボットにおける電波利用について、画像伝送、データ伝送、操縦コマンド等に対して汎用的に使用可能な無線システムを活用して運用されてきましたが、電波利用の高度化のニーズに応えるため、使用可能周波数の拡大等の技術的な検討が進められてきました。また近年、免許を要しない特定小電力無線局のうち、150 MHz帯を使用する動物検知通報システム等において、チャネル不足により必要な通信の確保ができないなど、用途の拡大に対するニーズが高まっています。

このような状況を踏まえ、免許を要しない特定小電力無線局において、以下改正が提案されています。

  1.  狭帯域の通信方式の導入
  2.  「動物検知通報システム用」を「人・動物検知通報システム用」に用途を拡大
  3.  各システムを規定する法令を　「平成元年郵政省告示第42号」から「電波法施行規則第６条第４項第２号」に変更
  4.  キャリアセンスについて　「受信機入力電圧」ではなく「受信機入力電力」の規定に変更
